Giving control of a small portion of the money forcibly taken by the state back to the victims of its robbery is exactly the opposite

Under Texas state law, lottery profits must contribute to Texas education, right? I remember all the promises made in the early 90s when creation of the state lottery was a hotly debated subject. Those promises included lottery proceeds fully funding public education.
